As you said in your last comment, Kira does indeed hate killing women, and that’s important to remember. He may be a powerful weapon and a hardened killer, but he is also a gentleman. But that juxtaposition of traits also makes him highly unpredictable. Which side will win out in this situation, the gentleman who hates killing women, or the weapon following his orders?
I think the worst part of his new haircut is that he looks more feminine with the shorter hair, methinks.
Also, I totally figured out where his scars on his wrists came from. He clearly gets in this situation frequently and the scars are from when he misjudged the force needed to cut his hair and mauls his own wrist.

Kira’s hair will look better later on; no-one’s hair looks any kind of decent when you chop it off in a bunch like that. But later appearances will see him with tidier, more masculine hair.
